Kathy will share the story of the Utah Post Wildfire Mitigation Team and how you can initiate a team. She will open a discussion at the end of the presentation on the changing federal system & gaps that may need to be filled in the team with the evolving dynamics. 

About the team:

The cascading effects of post wildfire can bring more devastation to an already battered community. Utah’s Post Wildfire Mitigation Team, established in 2019, is led by the Utah Division of Emergency Management. It brings together Federal, State, private and local partners to meet with communities throughout Utah affected by wildfires. The team discusses actions, makes available resources, and identifies hazard mitigation opportunities to assist communities with the cascading events that can occur post wildfire. Bringing a “One stop shop” to communities.

Kathy Holder is Utah’s State Hazard Mitigation Officer, as well as the Mitigation Section Manager for the Utah Division of Emergency Management.  She leads Utah’s Post Wildfire Mitigation Team and Utah’s State Hazard Mitigation Team. Kathy Holder served as a member of the National Wildland Fire Mitigation and Management Commission. She held the seat representing State Hazard Mitigation.  She served as the State Floodplain Manager/National Flood Insurance Coordinator for the State of Utah before her current position. She is a Certified Floodplain Manager with 15 years of experience in Emergency Management. Kathy has worked on several presidentially declared disasters in recovery and held the position of the Deputy State Coordinating Officer for Public Assistance for two of Utah’s presidentially declared disasters. Kathy held a position on the board of the Utah Floodplain and Stormwater Management Association (UFSMA) for 7 years. She holds degrees in Master of Business Administration, Bachelor of Public Administration, and General Science. She has taught at the University level for over 11 years. Kathy engages in educating Utah communities, government agencies, private nonprofits, and citizens on regulations, permitting, building codes, mitigation, and recovery.
